IMSolutions LLC is seeking a Computer Management Specialist to provide support to the United States Agency for International Development (USAID) Afghanistan Mission. Under the general supervision and technical guidance of the Office of Management (OM) Director or their designee. The Computer Management Specialist is responsible for the technical operation of the Mission information and telecommunication systems at USAID/Afghanistan. This incumbent will serve as the network administrator and will be responsible for the troubleshooting of the day-to-day user requirements and for direct coordination and collaboration with MCIO to address all IT issues as they arise. The incumbent trains and orients users in located in Washington and Almaty, Kazakhstan, advises USAID/Afghanistan management in the selection, procurement, budgeting and distribution of equipment and software for USAID/Afghanistan.

The incumbent will serve as the primary contact person for users with PC, Laptop, Smartphone problems, promptly investigates problem, if unable to solve the same day, contacts CIO to establish a ticket on behalf of the user and follows up with CIO until the problem is resolved. The incumbent assists in planning and scheduling adequate technical support for all assigned staff in both locations.

RESPONSIBLITIES -

Incumbent shall serve as the Computer Management Specialist with responsibilities and duties that include, but are not limited to, the following functions:

     • Serves as primary point of contact for USAID/Afghanistan on all IT issues and works very closely with CIO.
     • Works closely with the Deputy Executive Officer (D/EXO) to account for all IT property and establish an accountability log using historical knowledge of IT assets.
     • In collaboration with the D/EXO and CIO, incumbent will take inventory of all USAID/Afghanistan IT assets; work with current USAID/Afghanistan staff to assess whether their issued laptops and iPhones are in with agency time lapse guidelines; request replacement iPhones and/or laptops for staff as required.
     • Working under the guidance of the D/EXO, provides oversight to the work of Computer Management Assistants, ICASS IT personnel, and State IRM Computer Technicians assigned to AID Office.
     • Implementation of Mission policies, guidelines and procedures pertaining to the Management of information resources (security and contingency plans, ADS 545, etc.).
     • In collaboration with CIO, improvement/upgrade of USAID/Afghanistan’s hardware and software support systems in compliance with Agency’s standards requirements and regulations.
     • In collaboration with CIO, maintenance and troubleshooting of USAID applications and implementation of user support systems. Provides user support on USAID applications located on AIDNet. In coordination with CIO, provide Digital Video and Adobe Connect conferencing support for the Mission.
     • Provides input/advice on Agency solutions for various programs including USAID Google Cloud, Adobe connect, GLAAS, etc. in close coordination with USAID/W/CIO Project Manager(s).
     • Coordinates directly with the IT Systems Manager for USAID/Kazakhstan to assist in resolving IT issues affecting USAID/Afghanistan staff.
     • Develops the Mission IT procurement plan including the identification of qualified sources of equipment, maintenance, and services. Participates in the full competitive solicitation process to include proving expertise when evaluating and recommending IT equipment or software.
     • Provides technical assistance and advice to USAID/Afghanistan support and technical offices on USAID-funded IT projects.
     • Responsible for management and tracking of all USAID IT equipment purchases. The incumbent will develop or recommend systems to monitor inventory levels and suggest 40 USC 549; 41 CFR 102-37.12) as needed.
     • Coordinates with US Embassy/Kazakhstan and Washington Information Resource Management offices on major initiatives and ongoing work issues as required.

POSITION SKILLS AND EXPERIENCE:

 

ESSENTIAL KNOWLEDGE, SKILLS and ABILITIES (KSA’s): -

     • Incumbent should have advanced knowledge in IT administration and software including MS Windows Server management version 2003/2008, MS Exchange version 2003/2010, and MS Windows network configuration, network security software, Microsoft Office productivity software, and current MS Windows Client operating systems.
     • Must have advanced knowledge of hardware management including servers, personal computers, network equipment such as routers, switches and wireless network devices, Apple computers and mobile devices, as well as audiovisual devices.
     • Good technical skills to troubleshoot, diagnose, and resolve hardware and software problems to maximize the capabilities of the USAID/Afghanistan computer resources.
     • Excellent understanding of priorities of key managers to ensure that computer systems are responsive to those needs.
     • Good interpersonal skills are required to resolve priority issues, system limitations, downtime, etc., with key officials, and to develop and maintain two-way communications and promote computer and automation services.
     • Supervisory skills are required.
     • Ability to teach software programs to AID staff.
     • Ability to relate proposed projects and priorities to the capabilities and limitations of the computer system and components to determine capability to meet support requirements.
     • Ability to articulate significance of management decisions with computer systems and system requirements to managers in order to obtain support for actions that will enhance automation and/or effective management of computer resources.
     • Ability to balance workload demands between central system and individual user requirements.
     • Ability to relate USAID/Afghanistan organization, functions, and mission to computer system’s terms of reference, e.g., priorities for automation, an interrelationship of different applications programs to USAID/Afghanistan operations, etc.
     • Ability to manage and supervise multiple sites and to coordinate support services from variety of contractors. Ability to design and maintain LAN, WAN and PC configurations.
     • Knowledge of programming languages is highly desirable.


MINIMUM QUALIFICATIONS -

     • Bachelor’s degree in a relevant field (computer science, information systems management or equivalent. Microsoft and Cisco Certifications are highly desirable) and eight (8) years of professional work experience OR Master’s degree in a relevant field plus six (6) years of professional work experience.
         ◦ Prior Work Experience: Progressively responsible experience in the operation and support of IT-related equipment, programs and systems management. Experience with Windows 2003/2008 Servers, WEB Servers, SharePoint, (RAS) Remote Access, Cisco network equipment, Video Conferencing devices, as well as peripherals management to include printers, scanners, digital senders and modems highly desired.

Language Proficiency Requirement:      

• Level IV (Fluent) speaking/reading of English Language and Level IV (Fluent) speaking/reading of Dari and/or Pashto is required.

Supervision Received:  Directly supervised by D/EXO, however, incumbent will be required to perform duties independently, with minimal daily supervision.

IMSolutions LLC is seeking a Program Development Specialist (Environment) to serve as the Mission Environmental Officer (MEO) and provide support to the United States Agency for International Development (USAID) Afghanistan Mission. The Office of Program and Project Development (OPPD) provides Mission-wide support for strategic planning, strategy development, program and activity design, budgeting, monitoring and coordination of overall implementation of the portfolio of USAID assistance in Afghanistan.

In accordance with Title 22 of the Code of Federal Regulations, Part 216 (22 CFR 216), and other legal mandates, USAID must evaluate potential adverse environmental and social impacts of all its development projects and activities, identify needed mitigation measures, and ensure that implementing parties carry out these mitigation measures. USAID’s policies and operations procedures, set out in ADS 204, require that environmental considerations be integrated into and throughout the Agency’s overall program cycle in order to ensure that operating units identify, account for, and mitigate the environmental impacts of USAID activities. USAID also strengthens capabilities of developing countries to evaluate and mitigate potential adverse impacts of development projects.

The MEO is the environmental compliance official, designated in each Mission, responsible for overseeing implementation of the regulations and the Agency’s policies and procedures (ADS 204). The MEO provides advice to the Program Office, and Mission teams, project/activity managers, and technical evaluation committees on implementation of environmental compliance requirements. The MEO supports the integration of environmental compliance into planning, design, and implementation of Agency actions, as well as strategy development. The MEO leads the provision of capacity building to Mission staff, implementing partners and the host country government to ensure that compliance requirements are monitored.

RESPONSIBLITIES -
     • The USAID Program Development Specialist (Environment) reports to the Deputy Director of the Office of Program and Project Development (OPPD), USAID/Afghanistan.
     • The incumbent assists with all environmental matters and the oversight of all USAID environmental programs and activities. He/she assists with the implementation of new activities in the environment field and helps prepare and review environmental analyses, assessments, and statements required for Mission programs.
     • The incumbent ensures that Mission technical offices comply with all USAID environmental regulations, in particular 22 CFR Part 216 (Reg. 216). This responsibility includes assisting with the regular training of USAID and contractor staff, as well as the regular monitoring of environmental activities in collaboration with AORs, CORs and Activity Managers, and organizing and conducting training and briefings independently.
     • The incumbent works to report on Mission environmental compliance and may be tasked with assisting with USAID and United State Government (USG) special initiatives in the environmental sector.
     • The USAID Development Program Specialist is responsible for developing and maintaining close and cordial contacts with officials involved with environmental issues in all cognizant ministries, including the National Environmental Protection Agency.
     • The incumbent is also responsible for establishing good working relationships with the U.S. Private Voluntary Organization (PVO) and NGO community, especially organizations working with the environment, thus keeping the Mission apprised of all important developments in the environment sector, and proactively identifying problems before they occur or in their early stages of development.
     • The Specialist ensures the Mission portfolio of programs/projects/activities are in compliance with Reg. 216, USAID Environmental Procedures, and with host-country government environmental and social safeguard regulations. The Specialist provides guidance to the Front Office, Technical Offices, Agreement Officer’s Representatives/Contracting Officer’s Representatives (AORs/CORs), and IPs on environmentally sensitive work.

POSITION SKILLS AND EXPERIENCE:

     • Basic knowledge of USAID’s environmental procedures is required.
     • The incumbent must maintain operational, analytical, and computer skills, including ease and skill in using Microsoft Office Suite.

     • Experience in monitoring and evaluation of development assistance programs with NGO’s and the Afghan Government with the ability to quickly learn procedures and documentation requirements.
     • Some additional experience with environmental program evaluation is also required. (Work experience requirement must be met at the time of application for the subject position).

ABOUT THE POSITION

IMSolutions LLC is seeking a Project Management Specialist (Water) to provide support to the United States Agency for International Development (USAID) Afghanistan Mission. The incumbent is assigned to the USAID/Afghanistan-Office of Infrastructure (OI). The Project Management Specialist (Water Sector) position serves as the subject matter expert and institutional memory on water supply and sanitation. In this capacity, the Project Management Specialist (Water Sector) supports the Office of Infrastructure, the overall Mission, and the donor community in their efforts to increase access to water and sanitation across Afghanistan. The Project Management Specialist (Water Sector) serves as the main liaison to the Afghan government, donors, and the private sector to improve the technical and operational performance of relevant water and sanitation related government agencies; enhance sanitation service delivery and planning; and improve water and sanitation infrastructure. This includes leveraging USAID and other resources (i.e., donor, private sector) to help the government increase access to water and sanitation. The incumbent liaises with industry and government stakeholders, representing the United States Government (USG) at meetings with mid- and high-level government and private sector officials, and serves as a resident expert on improving access to water and sanitation services.

Responsibilities -
Project Management and Implementation Oversight (75%)
     • Incumbent manages assigned projects/activities and oversees implementation in consultation with the Office of Acquisition and Assistance (OAA) and A/COR. Provides technical guidance and assistance to the A/COR. Ensures effective implementation, identifying issues, and proposing solutions to resolve them.
     • Review work plans, reports, and other deliverables; prepares review comments for submission to implementing partners. Monitors responses, identifies issues, makes proposals to resolve them, and monitors implementation.
     • Reviews contracts/agreement requirements in consultation with the Office of Acquisition and Assistance (OAA) and A/COR. Monitors contract implementation. Identifies any issues of non-compliance, makes proposals to resolve them, and monitors implementation. Provides technical guidance and assistance to the A/COR.
     • Coordinates with USAID contracting staff and with implementing partners (contractors, agreement awardees, and other implementers) to drive projects to completion. Reviews proposals/requests for approval in association with host country counterparts and determines their suitability for funding.
     • Manages assigned project/activity closeouts, including reviewing deliverables and contract requirements, recording reviews, identifying issues, making recommendations for correction, and ensuring follow-up. Implements requirements to ensure proper closeout, document disposition, and recordkeeping.

Project/Activity Design and Planning (10%)
     • Advises and supports one or more infrastructure activities/projects, including detailed information gathering, project design, and management. The position requires initiative and the exercise of independent judgment in activity planning and the identification of problems and required follow up actions.
     • Manages activities from inception to completion and is responsible for all facets of activity/project design and development, including information gathering, needs assessments, feasibility studies, drafting of concept papers and scopes of work, activity budget formulation, evaluation, and closure of major activities and projects.
     • Performs all functions related to activity/project design/development in order to ensure a focus on priority areas and areas of emerging needs. Conducts technical analysis as a team member.
     • Develops cost estimates, institutional capacity assessments, equipment requirement projections, and training needs assessments.
     • Drafts necessary documentation and leads reviews related to activity/project amendments, contracting, and outreach and communication, as well as standard USAID reports.

Project and Program Monitoring, Evaluation, and Learning (10%)
     • Develop and refine systems, processes, tools, and criteria for the MEL components of project and activity design and management.
     • Plan, design, and implement evaluations in coordination with the C/AORs and the Mission M&E Specialist and assists the C/AORs and OI leadership to integrate evaluation findings into decision making about OI strategies, program priorities, and project design.
     • Manage the OI Performance Monitoring Plan by working closely with C/AOR to ensure accurate monitoring and reporting.
     • Work with OI C/AORs to ensure activity work plans and monitoring plans include relevant and effective performance measures that provide an accurate measurement of impact and results.
     • Review project reports and engage in written and verbal communications with project participants and implementing partners.
     • Prepare scopes of work for activities/projects and evaluations teams.
     • Prepare evaluation and closure documentation.
     • Participate in preparation of the annual performance report which summarizes the achievements and results of the activities, and the operational plan that provides a summary of planned activities.
     • Provide project and activity status and achievement updates as necessary for outreach and communication purposes.
     • Assist Contracting/Agreements Officer Representatives (C/AORs) in learning from monitoring and evaluation efforts.

Administrative Management (5%)
     • Incumbents will perform on an as-needed basis the following tasks as required by the OI management: preparing agendas and materials for high-level visitors and providing input to various requests from the Special Inspector General for Afghanistan Reconstruction (SIGAR).

MINIMUM QUALIFICATIONS -

     • Bachelor’s degree in a relevant field (engineering is required; preferably electrical, civil, or mechanical engineering) and six (6) years of professional work experience OR Master’s degree in a relevant field plus four (4) years of professional work experience OR High School Diploma plus ten (10) years of relevant professional work experience.
          1.   Prior Work Experience: Relevant engineering and science field and in project/activity management, and project administration and management procedures. 

Language Proficiency Requirement -

     • Level IV (Fluent) in speaking/reading English, and Level IV (Fluent) in speaking/reading of Dari and/or Pashtu is required.


ESSENTIAL KNOWLEDGE, SKILLS and ABILITIES (KSA’s) -

     • Knowledge and understanding of the Afghan government, particularly in the water and sanitation sector is required.
     • Appropriate understanding of issues constraining access to water and sanitation service delivery development in the water and sanitation sector is highly preferable, as is an understanding of integrated water resources management, which is crucial to the long-term sustainability of drinking water investments.
     • The incumbent must have broad knowledge of current political, social, economic and strategic factors in Afghanistan and a strong understanding of the complexity of Afghanistan’s organizational structure, bureaucracy and the reform processes which are on-going.
     • Given this range of responsibilities, the Project Management Specialist (Water Sector) position requires strong project management, analytical, and oral and written communication skills, as well as good judgment, a creative approach to problem solving, and the ability to independently balance shifting priorities in a fast-paced work environment.
     • The position requires strong analytical skills, including the ability to identify, locate, analyze, and evaluate relevant quantitative and qualitative data and to carry out technical analyses.
     • Ability to assume project management of water sector projects/activities and to manage contractors (and other implementing partners) to complete that work.
     • The ability to organize and present project information effectively and objectively in written and oral form is preferred.
     • Under limited supervision, must be able to assist in planning, managing and evaluating the project(s) to which assigned.
     • Must have strong interpersonal, communication (verbal and written) skills.
     • The incumbent must have the ability to establish rapport and maintain contacts with governmental counterparts, private sector partners, and colleagues in technical and support offices within USAID, as well as implementing partner management and staff.

ABOUT THE POSITION

IMSolutions LLC is seeking a Project Management Specialist (Engineer - Infrastructure) to provide support to the United States Agency for International Development (USAID) Afghanistan Mission. The incumbent serves as a Project Management Specialist in USAID Afghanistan's Office of Infrastructure (OI). The incumbent plays a lead role managing and overseeing implementation of infrastructure projects and activities. This includes a full range of project management responsibilities in engineering, construction management and oversight, electricity power generation and transmission, irrigation infrastructure and/or other infrastructure areas. In this capacity, incumbents perform a variety of complex functions related to project/activity management, research, planning, programming, reporting, activity monitoring, and analytical and management duties to support the implementation of the office portfolio. The incumbent liaises with industry and government stakeholders, representing the United States Government (USG) at meetings with mid- and high-level government and private sector officials, and serves as a resident expert on improving access to water and sanitation services. The incumbent establishes professional contacts and develops and maintains cordial working relationships with mid- and high-level officials in both the public and private sectors, including Government of Islamic Republic of Afghanistan (GIRoA) officials, ministry and business representatives, consultants, non-governmental organizations (NGOs) and other donor agencies. In this capacity the incumbent has specific project development and management responsibilities. Responsibilities -
Project Management and Implementation Oversight (75%)
     • Incumbent manages assigned projects/activities and oversees implementation in consultation with the Office of Acquisition and Assistance (OAA) and A/COR. Provides technical guidance and assistance to the A/COR. Ensures effective implementation, identifying issues, and proposing solutions to resolve them.
     • Review work plans, reports, and other deliverables; prepares review comments for submission to implementing partners. Monitors responses, identifies issues, makes proposals to resolve them, and monitors implementation.
     • Reviews contracts/agreement requirements in consultation with the Office of Acquisition and Assistance (OAA) and A/COR. Monitors contract implementation. Identifies any issues of non-compliance, makes proposals to resolve them, and monitors implementation. Provides technical guidance and assistance to the A/COR.
     • Coordinates with USAID contracting staff and with implementing partners (contractors, agreement awardees, and other implementers) to drive projects to completion. Reviews proposals/requests for approval in association with host country counterparts and determines their suitability for funding.
     • Manages assigned project/activity closeouts, including reviewing deliverables and contract requirements, recording reviews, identifying issues, making recommendations for correction, and ensuring follow-up. Implements requirements to ensure proper closeout, document disposition, and recordkeeping.

Project/Activity Design and Planning (10%)
     • Advises and supports one or more infrastructure activities/projects, including detailed information gathering, project design, and management. The position requires initiative and the exercise of independent judgment in activity planning and the identification of problems and required follow up actions.
     • Manages activities from inception to completion and is responsible for all facets of activity/project design and development, including information gathering, needs assessments, feasibility studies, drafting of concept papers and scopes of work, activity budget formulation, evaluation, and closure of major activities and projects.
     • Performs all functions related to activity/project design/development in order to ensure a focus on priority areas and areas of emerging needs. Conducts technical analysis as a team member.
     • Develops cost estimates, institutional capacity assessments, equipment requirement projections, and training needs assessments.
     • Drafts necessary documentation and leads reviews related to activity/project amendments, contracting, and outreach and communication, as well as standard USAID reports.

Project and Program Monitoring, Evaluation, and Learning (10%)
     • Develop and refine systems, processes, tools, and criteria for the MEL components of project and activity design and management.
     • Plan, design, and implement evaluations in coordination with the C/AORs and the Mission M&E Specialist and assists the C/AORs and OI leadership to integrate evaluation findings into decision making about OI strategies, program priorities, and project design.
     • Manage the OI Performance Monitoring Plan by working closely with C/AOR to ensure accurate monitoring and reporting.
     • Work with OI C/AORs to ensure activity work plans and monitoring plans include relevant and effective performance measures that provide an accurate measurement of impact and results.
     • Review project reports and engage in written and verbal communications with project participants and implementing partners.
     • Prepare scopes of work for activities/projects and evaluations teams.
     • Prepare evaluation and closure documentation.
     • Participate in preparation of the annual performance report which summarizes the achievements and results of the activities, and the operational plan that provides a summary of planned activities.
     • Provide project and activity status and achievement updates as necessary for outreach and communication purposes.
     • Assist Contracting/Agreements Officer Representatives (C/AORs) in learning from monitoring and evaluation efforts.

Administrative Management (5%)
     • Incumbents will perform on an as-needed basis the following tasks as required by the OI management: preparing agendas and materials for high-level visitors and providing input to various requests from the Special Inspector General for Afghanistan Reconstruction (SIGAR).
     • Incumbents may also be requested to provide professional advice and guidance to other USAID/Afghanistan Development Objective Teams on issues related to USAID-funded projects under these Development Objectives.

Responsibilities -

     • Coordinate with the Program Support Team (PST) and the AOR/AMs to ensure that the results of the ARTF-funded projects are posted in Afghan Info and that they meet USAID quality standards.

Donor Coordination activities: 
     • Attend both internal and external meetings and draft meeting readouts and briefing notes for the OPPD/DCU and Front Office.
     • Assist in cataloging, reviewing, disseminating, and summarizing ARTF documents and materials periodically received from the World Bank, which is the administrator of the ARTF.

RESPONSIBLITIES -
Mission Budget Requisition, Planning, Notification, and Obligation
     • Work with other OPPD Budget Specialists who each support Technical Offices to ensure all out-year budget requests meet the needs of the Mission's program by following the official guidance from the State Department's Director of Foreign Assistance, the USAID Bureau of Resource Management (BRM), and Asia Bureau.
     • Analyze new fiscal year guidance on the annual out-year budget request, the Mission Resource Request (MRR), under the U.S. Embassy's Integrated Country Strategy (ICS) and coordinate the drafting of the MRR.
     • Analyze new fiscal year Congressional Budget Justification (CBJ) guidance and coordinate the drafting of the initial CBJ as well as its clearance through the Mission.
     • Analyze new fiscal year Operational Plan (OP) guidance and then coordinate the drafting, editing, and completion of the relevant budget sections of the annual OP.
     • Coordinate the drafting, clearance, and transmission of all base documentation including Strategic Objective Agreement (SOAG) amendments, Bilateral Assistance Agreements, Implementation Letters, and other correspondence with the Ministry of Finance as needed. These documents include both financial data tables and program narratives.
     • Analyze new fiscal year appropriations language and draft the initial version of the Mission's Congressional Notifications (Country Budget Narratives).
     • Maintain high-level contacts at the Ministry of Finance including the Director Generals of Policy and Program Implementation, Budget, Aid Management, and Treasury.

Mission Program Budget Implementation, Monitoring, and Analysis
     • Build the technical capacity regarding USAID and USG annual budgeting across multiple technical offices through regularly scheduled training and hands-on budget work.
     • In direct coordination with the Office of Financial Management (OFM), Office of Acquisition & Assistance (OAA), and budget specialists from the Mission's technical offices, facilitate the preparation of OPPD's contribution to the Mission's Quarterly Financial Reviews (QFRs) and the analysis needed to provide recommendations to Mission Management as to optional courses of action.
     • Ensure that decisions agreed upon during QFRs are followed up and completed, registering them when they are, and reporting progress to all Mission stakeholders.
     • Provide expert analysis of QFR data for the Mission technical offices regarding budget preparation for Project Appraisal Documents, new project and mechanism designs, cost estimates, and expenditure trends.
     • Collaborate with OPPD Budget Specialists on providing budget backstopping across the range of project design, planning, and implementation, including daily reconciliation of the budget tracking tool OPS Master with the Agency's Phoenix accounting system, and the management and registering of un- sub-obligated pipeline, project mortgages, project and SOAG close out, de-obligations, accruals, open commitments, and reprogramming of funds by Objective, Program Area, Program Elements and implementing mechanism budget change notices.
     • Ensure compliance with the USAID budget policies, adherence to the Agency's forward funding guidance, and Congressional appropriation legislation, thereby facilitating program implementation.

POSITION SKILLS AND EXPERIENCE:

Program Budget & Financial Management

Functions may include acquisition planning, reviewing, editing, or assisting in writing Statements of Work (SOW), Performance Work Statements (PWS) Statement of Objectives (SOO), Request for Information (RFI)/Request for Proposal (RFP)/Request for Quotation (RFQ) and Invitation for Bids (IFB), market research/analysis, selection and administration of contract terms & conditions, cost and price analysis, negotiation preparation, preparation of contract modifications, development of evaluation criteria, evaluation of contract performance, contract termination, and contract closeouts. Individuals, as required, will have experience with Cost Reimbursable, Firm Fixed Price (FFP), Time & Materials (T&M), Labor Hour (LH), Commercial, Indefinite Delivery Indefinite Quantity (IDIQ), and GSA FSS contracting. Individuals will possess working knowledge of the Federal Acquisition Regulation (FAR) and agency supplements.

Responsibilities -
     • Applies established acquisition/purchasing regulations, policies, and procedures while assisting in the procurement of goods and services in a Federal Government environment.
     • Provides support and assistance in essentially all areas of Federal Acquisition Regulation (FAR) based Federal procurement.
     • Prepares or reviews pre-procurement packages.
     • Actively participates in developing and managing acquisition plans.
     • Prepares/researches support documentation.
     • Makes quality recommendations to the Contracting Officer/Grants Officer.
     • Handles problems through procurement action life-cycle through resolution.
     • Research, analyze, and validates relevant data.
     • Completes tasks needed to successfully advertise, solicit, construct, award, administer, and/or close out Government contracts or task/delivery orders.
     • Provide knowledge and practical resources to Stakeholders to ensure customer service provided is relevant, accurate, and timely.
     • Supports the issuance of contracts, purchase orders, tracks status, and expedites orders according to customer requirements and in compliance with all related guidelines, policies, and procedures.
     • Maintains and ensures acquisition/procurement file documentation in compliance with FAR and other related policies and procedures.
     • May assist in special projects assigned by the procurement Acquisition Manager.

Required -      
     • The requirement for CS I:  Bachelor's degree with 24 credit hours in a Business or Business related field plus two years’ experience. Experience can be substituted for the degree requirement, and advanced education can be substituted for some of the experience.
     • The requirement for CS II:  Bachelor's degree with 24 credit hours in a Business or Business related field plus four years’ experience. Experience can be substituted for the degree requirement, and advanced education can be substituted for some of the experience.
     • Previous experience working for the Federal Government within this field is desirable.
     • Relevant office experience including MS Office and Google platform product skills.

     • Applicants that do not posses specific experience in an acquisition field will need to include a short narrative describing how their combination of education/work experience meet the minimum requirements of the position applied for.
     • Applicants that cite a degree other than a specific Business Administration or closely related field must provide a list of the specific business courses completed that will satisfy the requirement of 24 business hours requirements.
     • Applicants that substitute work experience for educational requirements must provide verifiable information to include dates worked as well as a reference.


Salary Considerations -
     
     • For CS I positions, the salary range is $38,600 - $43,400.
     • For CS II positions, the salary range is $48,500 - $53,300.
     • Salary ranges can be negotiable based on experience, skill level and client requirements.
