The IMSolutions Contracts Director plays a critical role in the success of IMSolutions administration and support for Client Delivery. Reporting to the Chief Operating Officer (COO), this position provides cradle-to-grave contracts administration for senior leaders and Program Managers. The person filling this position is responsible for providing detailed contracts management support and reporting that will span Client Delivery, Business Development, Human Resources and Finance.

To support IMSolutions’ growth strategy, the candidate will be responsible for refining contracts administration processes and developing the contracts function into a strategic differentiator. Corporate leaders at IMSolutions also support development of the firm through other strategic initiatives.

In addition to having a strong contracts management background, the ideal candidate is intellectually curious, highly organized, works collaboratively, acts with urgency and possesses excellent communication skills.

The responsibilities of this role will evolve as the organization grows. The selected candidate will also have the flexibility to carve out time doing work that is meaningful to them.

This is a part-time position at 20 – 30 hours per week based on work volume. Candidates will be brought on with an hourly 1099 employment agreement.

Responsibilities -
Contracts Administration
     • Contract Analysis & Management
     • Create, review, edit, and negotiate Contract Agreements (TAs, NDAs, etc.)
     • Review and track Contract and Subcontract hours
     • Review awards and modifications
     • Support business development activities
     • Analyze RFPs, solicitations, and contracts terms and conditions as required
     • Assist in the preparation of internal reports and information for contracts management
     • Assist in identification, development and implementation of new contract policies and processes
     • Assist with audits
     • Create, review, edit, and manage subcontractor modifications and associated documents
     • Ensure compliance with government regulations, corporate policies, and best practices
     • Maintain accurate working papers

Operational
     • Work closely with COO and senior leadership team to identify areas of process improvement to ensure contracts administration aligns with IMSolutions’ strategy
     • Develop, maintain, and manage contract reporting
     • Write standard operating procedures for key contracts administration responsibilities

Strategic
     • Participate in “Task Forces” that support the growth and development of IMSolutions

ADDITIONAL DUTIES:
     • May be required to perform the enterprise fiduciary actions
     • Performs other duties as assigned

Minimum Qualifications -      
     • Bachelor’s degree in business or an associated field from an accredited college or university and minimum of five (5) years Government Contracting experience, specifically with knowledge of FAR/DFARS
     • High proficiency in MS Office365 (Word, Outlook, PowerPoint, and especially Excel)
     • Comprehensive GSA Schedules, GWACs, and MACs knowledge. US Citizenship and the ability to get a security clearance

 

Desirable Qualifications -      
     • Master’s degree in business or an associated field from an accredited college or university and minimum of ten (10) years Government Contracting experience
     • Experience standing up a Center of Excellence. Experience working in a matrix environment

IMSolutions is seeking a Senior Policy Lead to support our Federal client in the Northern Virginia area.

The senior policy lead will have the capability to research procurement, federal appropriation, and other laws that effect the IT federal space and determine the impact to the organizations program. This will include providing recommendations to changes in terms and conditions of GWACS, reviewing contracting documents on behalf of the Director and Deputy Director of the client to include drafting responses, policy letters, training materials, presentations, including all content and tools on the organizational website and providing advice to contract personnel as needed.

 

Responsibilities -

     • Provide analysis that is in final format for posting.

IMSolutions is seeking multiple  Contract Specialists to support our client in Norfolk, VA.

The Contract Specialist performs various pre-and post-contract and procurement responsibilities pertaining to the procurement of supplies, services, and equipment, which may include most all functions from cradle to grave in the acquisition life-cycle. Functions may include acquisition planning, reviewing, editing, or assisting in writing Statements of Work (SOW), Performance Work Statements (PWS) Statement of Objectives (SOO), Request for Information (RFI)/Request for Proposal (RFP)/Request for Quotation (RFQ) and Invitation for Bids (IFB), market research/analysis, selection and administration of contract terms & conditions, cost and price analysis, negotiation preparation, preparation of contract modifications, development of evaluation criteria, evaluation of contract performance, contract termination, and contract closeouts. Individuals, as required, will have experience with Cost Reimbursable, Firm Fixed Price (FFP), Time & Materials (T&M), Labor Hour (LH), Commercial, Indefinite Delivery Indefinite Quantity (IDIQ), and GSA FSS contracting. Individuals will possess working knowledge of the Federal Acquisition Regulation (FAR) and agency supplements.

Responsibilities -
     • Applies established acquisition/purchasing regulations, policies, and procedures while assisting in the procurement of goods and services in a Federal Government environment.
     • Provides support and assistance in essentially all areas of Federal Acquisition Regulation (FAR) based Federal procurement.
     • Prepares or reviews pre-procurement packages.
     • Actively participates in developing and managing acquisition plans.
     • Prepares/researches support documentation.
     • Makes quality recommendations to the Contracting Officer/Grants Officer.
     • Handles problems through procurement action life-cycle through resolution.

     • Maintains and ensures acquisition/procurement file documentation in compliance with FAR and other related policies and procedures.
     • May assist in special projects assigned by the procurement Acquisition Manager.

     • The requirement for CS II:  Bachelor's degree with 24 credit hours in a Business or Business related field plus four years’ experience. Experience can be substituted for the degree requirement, and advanced education can be substituted for some of the experience.
     • Previous experience working for the Federal Government within this field is desirable.
     • Relevant office experience including MS Office and Google platform product skills.

Salary Considerations -
     
     • For CS I positions, the salary range is $38,600 - $41,000.
     • For CS II positions, the salary range is $48,500 - $51,500.
     • Salary ranges can be negotiable based on experience, skill level and client requirements.
