The Department of Commerce initiated an enterprise-wide modernization effort to update and align financial and acquisition systems across its bureaus to address concerns about system maturity, the need to stay current with new laws and regulations, and the risk of making decisions based on outdated information. Within the National Oceanic and Atmospheric Administration (NOAA), the Systems Development and Administration (SDA) branch was tasked with facilitating the transition to the new Procurement Request Information System Management (PRISM), and they required an experienced vendor for system implementation support services to accomplish this objective.

The Agency selected IMSolutions (IMS) to implement and launch PRISM throughout the NOAA community. Our team played multiple key roles in getting the project off the ground, beginning with being an active participant in strategic planning and leading the Early Adopter Program, which gathered intel from nearly 200 test users from NOAA’s diverse community to define requirements. This input also identified a full range of use-case scenarios and related test scripts that were captured in the project plan. IMS defined a robust communication structure that included setting up regular meeting and email cadences with continuous updates on the project progress. We drafted clear communications regarding the launch that was distributed throughout the Agency.


Our team was the primary point of contact for the project team, stakeholders, and users. We managed the high volume of inquiries and feedback generated during the implementation period, designing processes to capture, organize, and track requests for assistance such as establishing and monitoring the SDA service inbox where we processed requests for ticket escalation of critical issues. We participated in application testing to verify system functionality prior to deployment and collaborated closely with system developers to address complex technical problems.


To further enhance operational efficiency, IMS developed a dashboard that modernized and automated routine reporting tasks, significantly reducing report generation time and human error. These efforts improved the availability of real-time and scheduled data for NOAA’s acquisition workforce, enabling faster data delivery and increasing the data’s integrity. SDA and IMS worked collaboratively to meet aggressive timelines and deliver high-quality results under demanding and uncertain conditions.

The new PRISM fluidly aligns NOAA’s contract management system with evolving federal requirements, improves operational efficiency, enhances reporting accuracy and timeliness, and enables leadership to make better-informed decisions. IMS improved NOAA’s communication flow, strengthened program management practices, and built a strong foundation for continued operation and system modernizations.
